KEY RESPONSIBILITIES & ACCOUNTABILITIES OF THE POSITION

This position is responsible for assisting management in the continuous improvement of network and network security operations, including the following key responsibilities:

• Strategy and Opportunity Growth - Drive and execute the GovPay growth strategy; identify opportunities; onboard government institutions; accelerate adoption while increasing transaction volumes.
• Stakeholder Engagement - Build and manage strategic relationships with government entities while working closely with banks, and fintech companies to drive awareness and adoption of digital payments.
• Ecosystem Development - Expand digital payment adoption across government revenue collection points (taxes, rates, licenses and permits etc.) by working with government entities to strengthen GovPay acceptance.
• Solution Promotion - Promote interoperable digital payment solutions for government services (Internet and mobile banking apps and Fintech apps) and ensure alignment with market needs and drive GovPay transaction volumes.
• Drive Market Adoption - Drive adoption of GovPay services among citizens through targeted campaigns, workshops, and awareness initiatives by working closely with the Marketing and Communications Team.

QUALIFICATIONS, EXPERIENCE AND PERSONAL ATTRIBUTES

• Bachelor’s degree in Sales & Marketing, Business Administration, Economics, IT, or a related field; professional qualifications (CIM, SLIM, or equivalent) or an MBA will be an added advantage.
• 5–8 years of’ experience in digital payments, banking, fintech, or public sector-related projects with strong knowledge of payment ecosystems (QR, interoperability, acquiring/switching models).
• Proven success in digital product sales, business development, revenue growth, and key account management.
• Strong network with direct access to decision-makers in government ministries, departments, and agencies in Sri Lanka.
• Demonstrated ability to originate leads, influence stakeholders, and close high-value deals within the public sector.
• Experience in managing end-to-end sales cycles, from opportunity identification and solution positioning to implementation and scaling.
• Exposure to national payment infrastructure, open-loop EMV systems, or large-scale digital payment initiatives.
• Excellent communication, negotiation, and influencing skills with strong commercial acumen and the ability to operate in a regulated and fast-evolving environment.
